Vel Noric–Kumer-Vel power relationship

The Vel Noric–Kumer-Vel power relationship is built on unequal authority, mutual recognition, and deliberate manipulation. Vel Noric enters the Kumer-Vel’s chambers under the shadow of a regime where failed commanders may be removed from service, executed, or reduced to heads mounted on the walls. The Kumer-Vel, meanwhile, possesses the power to judge Noric’s past, determine his future, and potentially elevate him to command of the Xecoron. Yet the relationship is not merely that of ruler and subordinate: both identify humanity as a strategic threat, and the Kumer-Vel uses that shared perception to recruit Noric into a plan that may help trigger war.
